Choosing any one of them would surely incite the opposition of the remaining twelve clans. With their strengths not differing significantly, why would any of them agree to become a subordinate to another?

None of them wanted to be vassals, yet it was impractical for each clan to take the lead. What purpose would an alliance serve under such circumstances? With thirteen patriarchs
