The Vermilion Bird Tribe would not recruit law-enforcing Martial Cultivator, as they would not recruit those with a high cultivation base.

Because they recruited those with high cultivation base, they needed a lot of black stones. It was far from being as good as recruiting a few weaker ones. It was just nice to use ordinary Martial Cultivator
