So, Cui Wenxi's plan was to have someone set Xue Saner's apartment on fire, and from the looks of it, the fire they were planning to create was not small, and could at least burn down a few floors.

He did not intend to burn down all of Xue Saner's apartment, as that would very likely cause human life to come out of it. All he wanted to do was to burn down a few rooms in Tung Wah Apartments
