The Nine Yin Sect was one of the great Eastern Domain sects. The reason it became a great sect was because it had an existence at the Ancestor Realm overseeing it.

Old Man Jiu Yin was a Saint Ruler. He was a sect with a Saint as its head. It couldn't be called a great sect, but a sect with a Saint Ruler as its head was different.
