The Great Pirate Era was a time of chaos. Despite the presence of a violent institution like the navy, they could only maintain control over the first half of the Great Voyage. The New World became a haven for pirates, and the Four Seas were also dubbed the pirates' playground.

"So it seems, humans are forever the ones who shoot down the stars," Rodney mused quietly, glancing at Scar Face Locke partying with his crew on the deck. He scoffed, "The leader of the Iron Saw Pirate Group, Scar Face Locke, with a bounty of four million five hundred thousand Belle. Is this really just a D-level mission? But then, mission levels are determined by the threat posed, and this guy doesn't seem all that dangerous."
"Today's the day you meet your end." Saying this, he hoisted a barrel of wine almost as tall as a man and strode forward.
"Oh, Jack! Has the rum arrived?!" The burly man with a scarred face was none other than the leader of the Iron Saw Pirate Group, known as Scar Face Locke, a notoriously cruel man. Just two days ago, they had plundered a village, making a hefty profit. Before departing, they callously set the village ablaze, leaving many innocent villagers homeless. He was a man with a thirst for blood and a penchant for cruelty.
Rodney's face was painted with obsequiousness as he nodded and bowed. "Yes, Captain, this is your favorite rum. Allow me to pour it for you personally."
"Hahahaha, the lad knows his place!" Scar Face Locke cackled, his laugh indistinguishable from a duck's. He reveled in Rodney's groveling.
The sailors below sneered, contemptuous of his sycophantic antics, but who could blame him when he was currently the captain's favorite?
Scar Face Locke grabbed the wine cup from Rodney, gulping down the rum in one go. Once he finished, Rodney turned to the other pirates with a grin, "Come on, everyone! Don't just stand there. This is the fine rum we just got today!"
"You heard Jack; drink up!" Scar Face Locke roared with laughter.
At his command, the pirates below cast aside any reservations, eagerly anticipating their turn to savor the exquisite liquor.
At sea, for pirates, rum was indispensable.
Many pirates suffered from alcohol dependency, as rum was more easily preserved at sea than freshwater. It could help them forget their sorrows, and when necessary, serve as a disinfectant, a source of warmth, or a boost of courage. It was a means to a blissful oblivion.
Pirates at sea were, by and large, drunkards.
The enticing aroma of quality rum awakened their cravings, and in no time, a barrel was drained.
Rodney watched with a smile as everyone indulged. Suddenly, Scar Face Locke exclaimed, "The rum's gone! Jack, go fetch a few more barrels, or else I... Huh? What's happening? Why can't I move?"
Scar Face Locke was alarmed to find his body had seized up, his neck down feeling limp and tingly, his jaw strength waning. Looking at his crew, he saw they were all similarly afflicted, their faces awash with a dazed expression. To the uninformed observer, they might have seemed merely intoxicated.
"Jack? Is that you?!" He was a seasoned seafarer, and he quickly grasped the situation.
Rodney grinned and said, "Sorry, Scar Face Locke, but I took care of that Jack fellow the day before yesterday. By now, he's probably settling into the belly of the King of the Seas. By tonight, he'll likely become one with the seabed."
"Who the hell are you?" Scar Face Locke demanded, his voice booming. He hadn't expected an intruder on his ship. But wait, they had been at sea for the past couple of days. How could someone have snuck aboard?
"Haha, let me show you who I am." Rodney laughed heartily. With a loud "bang," a cloud of white smoke suddenly erupted from beneath his feet, enveloping him completely.
As the smoke cleared, a somewhat handsome young man was revealed. He appeared to be in his late teens, with a lean build, though not nearly as towering as Scar Face Locke and his two-to-three-meter-tall crew. He was dressed in a jacket and blue sandals that left his toes exposed.
A short knife was strapped to his thigh, and a small cloth bag hung from his waist.
Scar Face Locke was taken aback by Rodney's true identity.
Rodney, reveling in the moment, hadn't expected to be so easily recognized just by his appearance.
"And you are?"
Rodney remained silent.
What was the point in bickering with a man on the brink of death? Scar Face Locke hocked a loogie and spat it out near Rodney, "Pah! What's so impressive about using poison? If you're so capable, release me and see if I don't beat you to a pulp! You'll regret crossing paths with me!"
Rodney pulled a kunai from his waist pouch, remarking, "Anesthetics are quite handy. I don't even need to lift a finger. Scar Face Locke, I'll be claiming your bounty of four million five hundred thousand."
"That weapon... You're the Pirate Hunter, Joestar J Rodney?!"
Scar Face Locke's memory was jogged by the recent buzz among seafarers. The Pirate Hunter known as Joestar J Rodney wielded odd weapons and was notorious for his ruthless methods, including poisoning and assassination. Many pirates had already met their end at his hands.
Each time, he would deliver an entire ship to the Navy, leaving behind only his name and the unique weapons. The Navy's sketches, along with the man now standing before him, bore a striking resemblance.
"Oh? You're already familiar with him? Then introductions are unnecessary. You're under arrest, Scar Face Locke." With a flick of his wrist, he tossed a kunai, striking Scar Face Locke directly in the eye socket.
"Ahhh!" Scar Face Locke's agonized scream filled the air. Tragically, he was powerless to act, only able to watch his life slip away without feeling any pain. The anesthetic had numbed his senses to the point where he couldn't even speak.
A screen visible only to Rodney materialized before him.

Unlike the Grass Hat Group, who were akin to adventurers, pirates were a different breed. They acted on their base desires, committing unspeakable atrocities. Rodney harbored no guilt in exterminating such malefactors.
These wretched souls squandered the air they breathed in life and the soil they occupied in death. Polluters of the sea, they deserved their grim fate.
Scar Face Locke has 4.5 million, plus the first and second mates, along with the crew on board, we should be able to pool together around 6 million. With 6 million, Explosive Talismans cost 30,000 each, so let's start by purchasing 100 of them.
In the Naruto World, Explosive Talismans go for 300 taels apiece. Since one tael is roughly equivalent to the Japanese Yen, Belle's buying power is pretty much on par with the Yen.
Whenever I think about Konan, the wealthiest woman in the Naruto World, with her 600 billion Explosive Talismans, I can't help but marvel: Money really does let you do as you please.
It's clear I need to make money. I'm determined to be the man who becomes Naruto!
