C1236 Food Import and Export

Bear Country was a very strange country. It had the world's best black land and granary, but the food in Bear Country was not enough.

Not to mention other things, ever since the World War ended, Bear Country had a very small harvest of food. There were many years of apologetic harvest. In a large amount of time, Bear Country had imported food
