C3343 Heavens King's Law

In the inner palace, Zhi Weiyi drafted a new set of laws signed by the seven Sovereigns. It greatly restricted the authority of the Heavenly King and was written at the end of the laws. It would be carried out when the fourth Heavenly King took over, and the seven Sovereigns would be the Overseer.
