Based on the number of Titans and other mutated Type II Infected, it was evident that the Wailor had summoned all the high-level Infected within the corpse tide. Not only that but they were all enhanced. It seemed that the Wailor couldn't strengthen itself, or it would be an entirely different scenario, like nesting dolls within nesting dolls.
